Bug description:
  Version: master(15.04)

  We need to implement the step "the following site settings are set:"
  For example,
  Given the following site settings are set:
        | field | value |
        | skins | 1 |
        | dropdownmenu | ON |
        | theme | fresh |

  This is required in many behat tests which need a specific side-wide
  settings
