  The block content in a public page does not show

Bug description:
  Version: (15.04)

  After introduce the ajax loading for blocks
  (https://reviews.mahara.org/#/c/4251), I can see the block content in
  a public page anymore.

  Steps

  1. Login as user A, create a page, add a "Text" block, and share the page to public
  2. Logout and open the page
