Title:
  webservice menu shows even if pugin not installed

  Fix Committed

Bug description:
  If one upgrades from an earlier version of mahara the webservices
  plugin is not installed but the menu item is present and clicking on
  it will cause a sql error to show.

  Need to check if it is installed before showing menu item.

  will write a function is_plugin_active() to deal with this
