To test:

1) Go to Youtube and find a video
2) Chick the 'Share' icon below the video
3) Click the 'Embed' option
4) Copy the iframe code and use that in Mahara - it should work
5) Back on Youtube - underneath the link you copied there is a 'Show more' link
 - click that and it'll open up a box with Preview: and some checkboxes
 - there will be one named "Enable privacy-enhanced mode" 
 - check that and it updates the iframe code

6) Copy the iframe code again and use that in Mahara - it should fail

Checkout the patch and it should work

Bug description:
  Version: 15.04rc1

  When adding a new External Media block to a page using the embed code
  from YouTube, if the option 'Enable privacy-enhanced mode' in YouTube
  is selected the video is not displayed in the block on Mahara.

  I think this is related to the URL changing if this option is selected:
  Option selected in YouTube:  https://www.youtube-nocookie.com/embed
  Option not selected in YouTube:  https://www.youtube.com/embed/
