Hi Dirk

The way this works is if the notification setting of the user is set to
email then the notification will be marked as read as user should have
read it via email.

If you set the user's notification setting to 'Inbox' then new messages
will be marked unread until you read them (click on them).

To change a user's notification method go to the 'Settings' on top right
and then to the 'Notifications' sub menu.

To have default notifications changed for new users go to

Admin -> site configuration -> notifications
