After discussing it with Robert, we agreed that the AJAX block loader
shouldn't use empty block content as a signal to try to AJAXify. There
should be a specific flag in use instead. I've filed a separate bug
1444229, for that idea.

  recent posts block need default message

Bug description:
  Because we use ajaxify to load some blocks but don't want ajaxify when
  exporting it is important that ajaxifyable blocks not return an empty
  string for content.

  So I'm adding a default string to the recentposts block if there are
  no posts made so it doesn't return empty.
