  The cron 'export_process_queue' does not run as the false alarm
  server_busy

Bug description:
  Version: master(15.04), 1.10

  The function server_busy() does not take into account the number of
  CPU cores. That's why it often returns true on the server with many
  CPU core.

  This postpones the cron 'export_process_queue'.
