  Can't post page comments on mahara.org

Bug description:
  I've noticed that I can't post comments on pages on mahara.org. It
  looks like this is due to a bug (perhaps in the theming) rather than a
  purposeful security measure.

  To replicate:

  1. Log in to mahara.org (as a non-probationary user)
  2. Create a page. Make sure comments are allowed on the page
  3. View the page in display mode. Try to post a comment.

  Expected result: You should see the "Place feedback" link on the
  bottom of the page.

  Actual result: There is no "Place feedback" link.

  This used to work before. You can take a look at this page, for
  instance, that has page comments on it. https://mahara.org/user/aaronw

  It's also interesting to note that artefact comments still work
  correctly. You can see that on this artefact detail page:
