Show warning icon when plugin has nothing to upgrade (Bug 1445280)

This can happen when we force plugin to install as part of core upgrade

Title:
  Show a green icon instead of a red one, for "Nothing to upgrade"
  message

Bug description:
  Sometimes when doing a Mahara upgrade, we upgrade a plugin as part of
  the Mahara core upgrade. If you're upgrading via the web UI, this
  results in the web UI continuing on to upgrade the plugin separately,
  finding no change, and printing "Nothing to upgrade" with a red error
  icon.

  This red error icon is misleading, because this scenario is harmless.
  So we should change it to a green okay icon instead.
