While they can help to show where you can add new columns, they also add
a lot of additional icons on the page. I wouldn't switch them on per
default for all new users, but still leave them off. They were pretty OK
when we only had columns. But now that we also have rows, they aren't
that useful anymore. ;-) Additionally, they imply that you can add more
columns when you often shouldn't really go beyond the existing three as
it gets really difficult to read anything in them if you are on a
smaller device.

  force the Setting "Show controls to add and remove columns when
  editing a page"  to true for all new users

Bug description:
  Having the optional  setting "Show controls to add and remove columns
  when editing a page"  to true for every new users help them to see
  where blocs can be placed on the page when editing.

  When this option is turned off placing object on the page may be
  challenging.
