[Bug 1475777] Re: Feedback enabled on a public page causes rich text editor to launch

Thanks for reporting this bug!
I'm not able to replicate this problem. The intended behavior of Mahara
is that the rich text editor is not available when you're a logged-out
user. This was implemented in Bug 1259373, for Mahara 1.9.
Here are the steps I'm taking to try to replicate the problem. Please
let me know if you're doing something different:
1. Launch Firefox
2. Clean install of Mahara 15.04.2
3. Log in to Mahara.
4. Go to "Portfolio -> Pages" and click "Create page" to create a new page
5. Click on "Share page" tab
6. Share the page with Public, and expand "Advanced options" and make sure "Allow comments" is ticked.
7. Click "Save" to save these settigns
8. Log out of Mahara
9. View the page that I've just created
Reported result: Seeing the TinyMCE richtext editor floating in the upper-left of the page
Actual result: No TinyMCE richtext editor at all. Just a plain text field.

Bug description:
When feedback is enabled on a public page and user is not logged in, the rich text editor is launched in the top left area of the page. See attached. Happens consistently in IE, Chrome, and FF
This is not the case if you are logged in.
