Improvement of user email addresses management. Bug 1462806

Allow the site and institution admins to
- see all user's addresses in the 'User search' page
- update user's primary email address via CSV
and the user 'Account settings' page

Bug description:
  Version: master(15.10), 15.04, and 1.10

  This new feature includes

  1. Display all user's emails on the user search page (in the admin area)
  2. Update the user's primary email address via CSV
  3. Update the user's primary email address via the account settings page in the admin area so that a CSV file is not even needed to update the primary email address

  This is available for site and institutional administrators
