Turns out this is only a problem in 15.04 as 15.10 uses modals to
display the block config form

  Block config popup offset in safari is wrong

Bug description:
  The block popup is displaying down and to the right, and so is getting
  cut off on the right/base of the page.

  This is due to the css not having a -webkit-transform option for the
  translate option.
