I don't get any JS warning in Chrome Version 44.0.2403.155 (64-bit) on
Ubuntu 14.04 with Postgres 9.3.9 and PHP 5.5.9

  The site wrongly checks if javascript is enabled during fresh

Bug description:
  Version: 15.04
  Browser: Chrome 44.0.2403.130 (64-bit)
  Platform: apache 2.4, php 5.5, postgresql 9.3

  When I installed the mahare 15.04_STABLE. I got the message
  'You must enable JavaScript to perform an install or upgrade.'
  even I have enabled javascript in my browser.
