Thanks for the feedback. I personally hate restricting user creativity by imposing 'brand identity' but we don't always get that freedom...

I'm wondering if the following logic flow would help resolve the issue of institution-imposed restrictions.
When displaying the settings page a permissions check is made based upon the user. If the institution they belong to allows theme changing then the 'theme' menu is displayed in the edit group settings. If the institution (or site) locks the default theme then the menu isn't displayed on the settings page. This adds an extra loop of permission checking before the settings page is displayed, but would have the advantage of complying with the preferences of the institution without annoying users by displaying an option they aren't allowed to use.

The only confusion that may arise is if the user belongs to two (or
more) institutions with different permissions - which in my experience
causes headaches even before we consider this scenario! In that instance
we'd need to decide if 'allow' overrided 'deny' or the other way around
(my vote would be allow).

  Hi,
  As a feature enhancement it would be useful if there was an option in group admin settings to specify a theme for all pages within the group. This is really important for sites where the default institutional theme doesn't work well with the content of a specific group, but currently the only way to deal with that is to edit every page manually to apply the theme - having to change 20-30 pages (or more) is time consuming - not to mention having to remember to make the change for every new page, so being able to set a default theme at a group level would be a logical improvement.

  In anticipation of the question - yes I think it would be fine to
  override this default manually on a per-page basis later, but being
  able to set all pages to a consistent look from the group admin
  settings would be extremely useful.
