Add a site default portfolio page. Bug 1488255.

- Use the default page as a template when users create a new page.

  Version: master (15.04)

  It would be good to have a default page for a new portfolio page like the 'Profile page' or 'Dashboard'.
  This page should be edited by the site admins and will be used when a user create a new portfolio page.
