  In admin plugin the "config" butons are not coherent

Status in Mahara:
  In Progress

Bug description:
  In the config-->plugins page, you have replaced the link "Config" by a
  config button, but some previous links are still present:

   * comment/comment
   * file/files
   * internal/profile

  For those three and for coherence sake the link should be replaced by
  a config button
