[Bug 1492928] [NEW] Put an edit button the group homepage

Public bug reported:

Every other type of editable page in Mahara, if you have permission to
edit it, you see an "Edit" button directly on the page. User portfolio
pages, User profile pages, User dashboard pages, Group pages, etc.

But not the group homepage. To edit that, you have to go the group's
list of pages and select it specially. Then when you hit done, you're
back at the group homepage display mode and you have to click back over
to the page list if you want to edit it again.

So, for consistency and to make things easier, we should put an edit
button right on each group homepage, if the user viewing it has
permission to edit it.

** Affects: mahara
     Importance: Wishlist
         Status: Confirmed
