Bug 1495353: The image selector is hidden behind fullscreen tinymce

Need to boost the z-index to be above 1080 as that is the z-index of
the fullscreen tinymce editor.

Bug description:
  This bug is slightly different to bug #1494834

  The problem here is the z-index is not high enough for the image
  browser popup - it pops up behind the full screen tinymce.
