  Licenses don't have images shown

Bug description:
  Mahara 15.10dev

  When you are on /admin/site/licenses.php the license icons don't show
  up. The URL to one of them is for example
  /theme/raw/images/license/by.png.jpg

  The .jpg is too much. Somehow the URL is generated incorrectly. It
  should only be /theme/raw/images/license/by.png
