As client is having this problem I will make a patch to give more
helpful info in the error message as to what needs to be fixed

  Sam encountered a problem uploading a 16 MB file:
  http://master.dev.mahara.org/view/view.php?id=1309

  As admin I received the following message:

  You have been sent a notification from Mahara: Master Branch. Message follows:
  ------------------------------------------------------------------------

  Subject: A file upload error was probably caused by your server
  configuration.

  An error occurred during file upload: Failed to write file to disk.
  (Error code 7)
