Bug 781002: Make the 'Failed to write file to disk' message a bit more
helpful.

Alert users that it could be due thier tmp directory being too small for
the file

  Sam encountered a problem uploading a 16 MB file:

  As admin I received the following message:

  You have been sent a notification from Mahara: Master Branch. Message follows:
  ------------------------------------------------------------------------

  Subject: A file upload error was probably caused by your server
  configuration.

  An error occurred during file upload: Failed to write file to disk.
  (Error code 7)
