Title:
  Change the switchbox for "Make public" on comments to "Yes/No"

Status in Mahara:
  Fix Committed

Bug description:
  For 15.04 only as we are changing the default behavior in Mahara 15.10
  for the majority of the switchboxes from On/Off to Yes/No.

  It is better to say "Yes/No" on the switchbox since we have an action
  verb.
