Bug description:
  15.10dev latest master

  When skins are enabled on a site and site admin adds a site skin,
  there is a debug message:

  [DBG] f8 (lib/web.php:1176) Missing file in theme raw: style/skin.css

  and the /skin/thumb.php?id=1 is very blurry.
