  Private comments should also update portfolio page's "last update"
  date

Bug description:
  When we implemented Bug 1428369, we made the decision that private
  comments on a page should not update the page's last update date.

  But, user feedback from sites that are already using this new behavior
  says that this is contrary to user expectations. Users expect the last
  update date to increment even when private comments are posted.
