Public bug reported:

I'm not sure what the original mission statement was for the "Internal"
artefact plugin, but it has wound up that it handles all of the profile
fields, and the Note artefacts.

This causes issues during import & export, because these artefact types
are completely different and unrelated to each other. It's also kind of
an odd way to organize the code, again, because they're unrelated.

So it would make more sense if we could move the Note (html)
artefacttype into its own artefactplugin. artefact/html/lib.php
