It's an improvement. On a 320x480 screen the block pallette is a bit
awkwardly squished up against the block headers. And at times the help
text gets partially covered up (see screenshot). But it's still an
improvement so I'm merging it anyway.

Bug description:
  collapsed edit page toolbar (where the blocks sit) is basically
  useless and the configure box breaks a bit on a small window - on a
  small window, you can only see arrows instead of the icons
