  Behat firefox window holding open

Bug description:
  Hi,

  The Firefox window is  holding open when Behat first starts. It's got
  at least a 30 second delay period before it starts running through the
  tests.

  It happening in between every single scenario.

  Also on Jenkins... I looked at the trend.. and there is a trend where
  suddenly the test suite starts taking 15 minutes extra to run. A whole
  lot of tests didn't get added in this time, so I'm assuming the same
  issues are happening on Jenkins too.

  Don't know if it's relevant. But it might help.

  Things I've tried to fix it:

  - Removing xdebug, composer was trying to install things for this.
  There were error messages when Behat ran saying it would effect the
  performance.

  - Upgrading to the newest Selenium and firefox, still had the same
  issue. Doing this didn't resolve it.

  - Tested it on old patches from a month/5 months ago - to see if it
  was a Mahara performance thing. This didn't make a difference.
