Edit access: Can't always select more than one group of people

Bug description:
On master 15.10
On the edit access screen, now everything is done via drop-downs. When
I choose "Public" as first one, I can't get a second line to select
somebody else. Similarly with registered users. It seems to work OK
for other groups of people. It would be best if there weren't any
smarts around who you can or cannot select when you made your first
choice as some access rules can be quite complicated and it could be
that a user already sets up access for multiple people and then
selects dates when they should have access.
Furthermore, when I click the "-" in front of the first drop-down to
remove it, it goes back to the default, but then displays
"[[whosharewith/view]]" next to it.
