I note that it works on a 15.04 installation for IE v11, though not for
FF or Chrome. Can this help with diagnosis?

  Youtube embed fullscreen button doesn't function

Bug description:
  When a youtube object is embedded in html (not using the embed Video
  block) the fullscreen button shows on the player but is unclickable /
  doesn't function.
