Bug 1533439: Allowing webservices to work on http

As long as the site is NOT in production mode to make the
testing/fixing of webersives code easier including allowing it to be
tested by behat

  Problem with testing webservices and https

Status in Mahara:
  Fix Committed

Bug description:
  Currently one can't test the webservices for a site even if the site
  is not in production mode unless the site is set to https.

  I'll change it so that the check for https only happens if the site is
  in production mode.

  This will allow for quicker testing of the webervices system without
  needing to set up https sites.
