Don't show a "copied from template" message when creating a new view

Bug 1513307. An end user creating a new page shouldn't need to
understand that they're actually copying a template page.

  Pointless "Copied 0 blocks and 0 artefacts from the page template"
  message every time you create a new page

Bug description:
  To replicate:

  1. Clean install of Mahara
  2. Go to Portfolio -> Pages and create a new page

  On the new page edit screen, you will see a header message that reads
  "Copied 0 blocks and 0 artefacts from the page template".

  This is probably a result of the fact that in 15.10 we create new
  pages by copying a default page template. However, it's not a very
  useful message when nothing at all is being copied. And, even in the
  case where there are blocks and artefacts in the default new page
  template, you probably don't want a message about that.
