  Put some space between button and text for master web services switch

Bug description:
  Mahara 15.10+

  When you turn on / turn off the master switch for web services, a
  message is displayed (see screenshot for an example). This message
  sits too close to the switch itself. If it goes next to it, there
  should be some space to the switch and ideally the message were
  centered to the switch.
