Bug 1536439 Show timelapse for comments if they are less than 1 day old

Adding a format_timelapse(timestamp1, timestamp2) function to return a
human readable time difference if the difference is less than a day,
eg 3 hours and 1 min ago to give visual cue that the item was
made/updated very recently.

  This feature shows the last time since the page was updated. For
  example to show: Last Update: 6 Hours Ago. It's only going to display
  as a whole integer.
