Bug description:
  The "tagged journal entries" block uses one field called "Display
  entries tagged with" for tags to include, and tags to exclude. As the
  documentation under the field says, excluded tags should be displayed
  in red so you can tell them apart from included tags. This worked when
  we added the functionality in 15.04, but it's broken in 15.10.
  Excluded tags & included tags look identical.

  To replicate:

  1. Create a journal entry with tag "tag1"
  2. Create another journal entry with tag "tag2"
  3. Put a "Tagged journal entries" block on a page
  4. In the block, select "-tag1" and "tag2". That's "tag1" with a minus sign in front of it, to indicate it should be excluded

  Expected result: In the "Display entries tagged with" field, "tag2"
  should have normal coloration and "tag1" should be red (because it's
  an exclusion tag).

  Actual result: Both tags are the same color and there's no indication
  that tag1 is an exclusion tag.
