Bug 1537437: Update copying & commenting lang strings

to make clearer that "Allow copying" and
"Copy for new users" are decoupled as per
Bug 1267633. Also fixes Bug 1557237.

  Advance copying options are enabled even when copying is not allowed

Bug description:
  Mahara 15.10+

  When you are a site admin for example, you see all copying options on
  the "Edit access" page even if you haven't allowed copying yet. Up to
  Mahara 15.04, the advanced copy options weren't available until you
  allowed copying (see
  http://manual.mahara.org/en/15.04/administration/config_site.html#share
  ).

  If we can't hide the elements due, the additional copying options
  should be disabled until "Allow copying" is set to "Yes".
