Ok to test this:

1) Have a fresh site, where no pages a copied to an new user

2) Upload some users via csv file

3) As admin, try deleting them.

  Deleting a user causes 500 error

Status in Mahara:
  New

Bug description:
  Whether we are deleting a single user or via bulk delete we get the
  error:

  PHP Fatal error:  Call to undefined function
  artefact_instance_from_id()

  This is probably due to not including all plugins on all pages anymore
