Enhance the openbadgedisplayer plugin. Bug 1536393

Allow loading openbadgedisplayer block via ajax.
Dynamically load badge groups from sources.
Cache badge details in database for one day if $fromcache is true.

Bug description:
  Discendum's Open Badge Displayer plugin now supports the Open Badge
  Passport. It's time to make it a core plugin to allow any Mahara user
  to display their badges in Mahara.
