  Turn off link color for comment attachment "title"

Bug description:
  When you add a comment that has a file attachment, the "Attachments"
  "title" gets the link color, but it is actually not a link. Pat
  suggested to just remove the link color so it's regular text. It turns
  into a panel heading in mobile.

  Please do this in raw so it propagates through to all themes.
