Public bug reported:

When an institution is suspended only the suspension message is
displayed. However, it would be better to also display when the
suspension happened and which site admin suspended the institution so it
can be followed up easier if there are any questions about the
suspension.

We should have that information available. We already track it for
suspending individual users.
