Title:
  Move editing block text warning under "Block content" label

Status in Mahara:

Bug description:
  If you're editing a text box which is also used in other pages, a message appears above the "Block content" label warning that if you edit the text of this block it will also change in the other pages where it's used. However, I didn't read that properly for quite a while and since it's closest to the title text box I assumed it meant the title would be changed in the other pages as well (or instead).
  It would make things clearer (to me) if this warning was moved between the "Block content" label and text box, or even after the "Block content" text box (like form error messages).
