Bug 1566606: Added control to hide button

For 'Add to watchlist and Report' options when the user is the author
of the page.

Needed to fix up behat test due to a user not being able to add their
own page to watchlist anymore

Bug description:

  "Add to watchlist" and "Report objectionable material" are actions that other people are doing. Thus, there wouldn't be a need to show them when I'm viewing my own pages. I think removing these two items from the "..." button (i.e. right now removing that button entirely then) should be fine.

  I think we'd still need to show it though for group pages, institution
  and site pages as other people can make changes to them.
