Bug 1602426 - Refactored subthemes so they can be use as parent theme

- Updated substarter instructions
- Ocean needs more refactoring as it was set up differently than other
themes. Despite this initial refactoring, it still cannot be a parent theme
to a subtheme (comment was added to Ocean theme config).

  New themes cannot be set as parent theme

Bug description:
  When create a theme with "modern" as the parent, it doesn't inherit any of the
  stylesheets from modern, they all come from raw.This issue includes having Default, Primaryschool as a parent theme.
