  Adjustments to the framework matrix importation/display

Status in Mahara:
  In Progress

Bug description:
  Tweaking the framework .matrix files and how they are handled so that
  we get a better hierarchical system of displaying things.

  If an element has sub elements then don't show a dot for the element
  but only for it's sub elements

  also look into making the .matrix file more flat so that we can list
  the elements in any order and just indicate how they relate to each
  other to make adding elements to the matrix file easier.
