Version: 16.10
Browser : IE11

Steps to Reproduce:

1) Login to Mahara and navigate to Portfolio>Pages
2) Click on one of the existing pages and edit the page
3) Add a text snippet to the page and enter some text into it
4) Click on toggle tool bar to see all the buttons\
5) click on Full-screen button

Expected Result: It should switch to full screen

Actual result:  The window that pops up only fills half of the screen
(or less) and you lose the ability to scroll.( see screenshot)

This is happening only on IE 11, tested it on IE edge, ff and chrome and
it looks fine.
