Tagged in as "medium" as others still receive forum posts, but root user
also gets them. We still need a confirmation of the issue.

  forum notification mails sent to system user

Bug description:
  Notifications on new forum comments are sent to the mahara root user
  (ID=0). This appeared after a Mahara upgrade. The current version is
  16.04.3.
