  "Default" and "Ocean" themes don't have the row and column highlights
  in on SmartEvidence page

Bug description:
  Mahara 16.10rc1

  The SmartEvidence matrix page has column and row highlighters (the
  highlighter grid) to make it easier to see which standard is
  highlighted for which page. That highlighting is not available in the
  "Default" and "Ocean" themes.
