There is a background, but it is lightened so much that is becomes
white.

Theme creators need to activate the custom_variables and set the color
there for the "Arrow" components.

  Subthemestarter is missing group navbar background

Bug description:
  When setting up a theme using the subthemestarter kit, the group
  navigation bar does not have the background color behind the
  individual items, but only the background for the group name.
