Title:
  Institution admin can remove a user from another institution

Status in Mahara:
  Fix Released

Bug description:
  If a user belongs to 2 institutions (SchoolA and SchoolB), administrators of each institution see a box where they can remove the user from the other institution (the admin of SchoolB gets a box where he can remove the User from SchoolA).
  (see screenshot) 
  Clicking on the "Remove user from this institution" doesn't actually do anything.
