  "Browse" buttons are exceeding their boxes around them.

Bug description:
  Hi all,

  The Browse buttons are exceeding their box around them. The orange
  outline around the button are exceeding the limits of the box.

  So far i have noticed it on :
  - Creating a new user page
  - Editing an Institution.

  I have attached screen shots.
